A. Unfortunately, just like we did with Iran in 1953, we came to the conclusion that we somehow had a "right" to interfere in the internal affairs of a nation that posed no threat to us. That is what our foreign policy has been all about since WWII. What a lot of people have failed to figure out, despite the fact that the writing is on the wall, is that citizens of a nation don't like you when you do stuff like this to them. That generates hatred for America, which, of course, inspires people to take reprehensible actions against our own civilians. It's a vicious cycle, and it's one that will only ever end when we realize that we can't just go around and screw with whichever country we feel like.

A. One simple way (just for starters) would be to make students pass an exam that allows them to go on to the next grade level in school. For example, a 5th grader must pass an exam to be allowed to start 6th grade. If not, then he/she should be held back until they start taking school more seriously.
